PA SHPO Special Announcement: We’re Hiring an Archaeologist!
THE POSITION
Are you an experienced professional North American archaeologist interested in using your knowledge and previous experience to serve the public sector? Are you interested in making a difference in the protection and management of Pennsylvania’s Archaeological Resources? Do you want to be on the forefront of pro-active historic preservation? The Pennsylvania State Historic Preservation Office (PA SHPO), is seeking a project review archaeologist to be a subject matter expert who assists state and federal agencies in balancing the needs and demands of their agency missions with the protection of our archaeological heritage. We are looking for an individual with relevant experience and excellent communication skills.
DESCRIPTION OF WORK
This professional position within the Pennsylvania State Historic Preservation Office (PA SHPO), a bureau of the Pennsylvania Historical and Museum Commission (PHMC), is responsible for the identification, evaluation, and preservation of historic and prehistoric archaeological resources in the development of state and/or federal projects as well as state/federal assisted projects. The position requires a combination of education and experience to meet the criteria under the Secretary of the Interior’s Standards for either Historic Archaeologist or Prehistoric Archaeologist to assist with advancing PA SHPO priorities.
As an Historic Preservation Specialist, your responsibilities will include reviewing federal and state projects and federal or state assisted projects for their effects on archaeological resources; evaluating site significance using National Register criteria; conducting surveys of archaeological resources; working with our office’s data management team and coordinating with other internal and outside parties to bring projects to successful and positive outcomes. The project review archaeologist will be expected to provide technical assistance to a variety of groups across the Commonwealth, including state and federal agencies, municipalities, public officials and the interested and concerned public.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
Two or more years of experience working on an architectural survey, an architectural restoration and preservation project or program, and a bachelor’s degree in architectural history, American history, art history, or course work in Pennsylvania history; or
Any equivalent combination of experience and training.
Preferred experience: meet the Secretary of the Interior’s Professional Qualification Standards, published in the Code of Federal Regulations, 36 CFR Part 61.

July 2nd is the day we start doing things a little bit differently here at the PA SHPO: online data entry and required project review forms!
Here is what we first announced in our April 4, 2018 blog:
Electronic, aka online, data entry is one of the ways in which we are changing how we do business in order to prepare for PA-SHARE, our new enterprise-wide, spatially enabled, cultural resource information system that is expected to be live by December 2019.
As part of our efforts to “model the work” in advance of PA-SHARE, effective July 2, 2018, submitters will be required to electronically enter resources into CRGIS for all Above Ground Environmental Review submissions that have the potential to affect ten (10) or more newly identified historic resources. A few things to note with this:
- Currently, submitters with large scale surveys (ten or more historic resources) as part of their projects are strongly encouraged to use the online data entry. After July 2, this will be required and paper forms and reports will not be accepted.
- Submitters sending in projects with fewer than ten (10) newly identified historic resources are strongly encouraged to use the CRGIS online data entry but will not be required to do so.
- This process cannot be used for additional information requests or previously identified resources.
Also, the Interim Guidelines for Above Ground Environmental Review are now published and available for you to use!
As we move toward PA-SHARE, these interim guidelines are intended to supplement Chapter 6. Compliance Investigations and Chapter 7. Report Standards of the Guidelines for Architectural Investigations in Pennsylvania, 2014. They should also be used in conjunction with any other relevant guidelines, including but not limited to Survey Guidelines for Pipeline Projects Above Ground Resources, June 2013 and Guidelines for Projects with Potential Visual Effects, September 2014.
The interim guidelines focus specifically on Project Initiation, Identification, and Evaluation efforts and associated reporting procedures, including a sample Identification report for review. In addition as part of these efforts, the Project Review Form has been updated so please replace those outdated versions!

Responsibilities will include environmental review under Section 106 and the History Code, National Register nomination review, determinations of eligibility for the National Register, public meetings, and assisting with implementing the SHPO’s education and training program.

Last month, we announced changes in how we would like to receive archaeological and architectural reports. These changes are designed to streamline the review process and to reduce paper copies. In addition, we are now requesting shapefiles for survey areas and resources so that we can process your data into CRGIS faster and with greater accuracy.
